Cleveland,OH - July 21, 2008 - TOA Technologies (TOA), the leading provider of Web-based software solutions for companies managing mobile workforces, today announced the appointment of Fred Binstock as the company's new chief financial officer. In his new role, Mr. Binstock will take the helm of the company's global financial operations as TOA capitalizes on its leadership in customer appointment management solutions and accelerates into new markets.

With more than 15 years of experience as a financial executive raising capital for emerging and mid-sized companies, Mr. Binstock will leverage his expertise to guide the company's operational and financial expenditures as well as play a pivotal role in attracting investors.

Most recently, Binstock served as the chief financial officer of Franklin and Seidelmann L.L.C., the third largest teleradiology company in the world, where he was responsible for oversight of human resources, facility management, finance, accounting, legal and risk management. During his three years there, Binstock succeeded in growing the $9-million group practice whose revenue is on track to exceed $30 million in 2008.

Prior to serving as the chief financial officer at Franklin and Seidelmann, Binstock was the chief financial officer at AtomicBox, Inc., a third-party logistics company where he led initiatives to secure venture capital funding and implemented restructuring programs that helped to reduce costs. Other experience includes serving as the CFO of Partners in Scientific Computing, an engineering software ASP and education video Internet company, and controller at Premiere Technologies, an international operator of voice-messaging service centers.
